The Challenge

Three Months to Build a
Safety Action Plan

The City of Long Beach, NY received an SS4A Planning & Demonstration Grant from the U.S. Department of Transportation to develop a comprehensive Safety Action Plan. The timeline was tight: three months from kickoff to a complete, public-ready plan — including crash analysis, network screening, countermeasure selection, and public engagement.

Traditional approaches require extensive manual data processing, spreadsheet-based analysis, and months of back-and-forth between analysts and engineers. For a barrier island city with limited staff and tight federal deadlines, that wasn’t an option.

“The city needed crash analysis, high-injury network identification, countermeasure recommendations, and benefit-cost results — all within a compressed schedule that traditional methods couldn’t meet.”

The Solution

Roadway Insights Powered Every Stage of the Analysis

Roadway Insights served as the analytical engine behind Long Beach’s Safety Action Plan. Five years of crash data were loaded into the platform, and every analysis — from initial crash queries to final benefit-cost calculations — was performed within a single integrated environment.

Crash analysis map showing Long Beach crash locations, severity, and trends

Crash Analysis & Querying

3,550 crashes mapped and queryable by severity, mode, time, weather, and contributing factors. Identified 468 vulnerable road user crashes concentrated along key corridors.

Intersection analysis showing risk scoring and heatmap

Intersection Analysis

Every signalized and unsignalized intersection scored for crash frequency, severity, and pedestrian risk. High-injury intersections flagged for targeted countermeasures.

Systemic analysis with risk tiers and countermeasure packages

Network Screening & Systemic Analysis

HSM-compliant network screening ranked every road segment by safety need. Systemic analysis identified network-wide patterns and matched countermeasure packages with benefit-cost ratios.

Countermeasure library with CMF values and benefit-cost results

Countermeasure Recommendations

Evidence-based countermeasures matched to each location’s crash patterns, with Crash Modification Factors and automatic benefit-cost calculations for grant-ready project packages.
